Abstract: The demand for decrement development strategy of urban and rural construction has been clearly put forward in the new edition of the master planning of Beijing. Sicne the past incremental planning method is difficult to continue, it's imperative to explore the new planning strategy and implementation path. The suburban towns in Beijing are at the forward position to achieve decrement development. Due to the arduous task of decrement development target, there remains such related problems as strong social contradictions, unstable policy measures, indefinite implementation path and so on, and the development model is still at the beginning stage. Focusing on the principle and objective of decrement development and citing the implementation cases, this paper summarizes the realistic predicaments of suburban towns and sets the main development ideas of improving environmental quality to retain land value and implementing collaboratively to develop economically. Ecological restoration, industry driven, common development and joint operation are also raised to provide reference value for reduction planning in similar areas.
